All human beings living on Earth are part of various systems that shape our lives, interaction and societies. These are political, economical, social, judicial or educational systems . Without these systems humans can’t live.
If Pakistan would be governed under a khilafat system , the rules of governance to all these systems would likely undergo significant changes.
Political System:
Implementing the Khilafat system would require significant changes to Pakistan’s governance, laws, structures and institutions. Pakistan’s political system is currently run under democracy. If Pakistan would be governed under the khilafat, the democracy would end because in democracy everyone has a choice to choose the leader of the country but in Islam the chosen (experts) people who are in shura (consultation) have a choice to choose caliph on merits. In democracy decision making often relies on uninformed or misinformed citizens, rather than experts in relevant fields, this is one of the causes that Khilafat through democracy would not be possible effectively.
So the contemporary design of Khilafat is likely to be Authoritarian, not the Democrats.
Hazrat Umer Farooq RA established a council of Six Senior Companions known as the Shura Council. This shura method allowed for the selection of caliph based on their merits such as knowledge, wisdom, leadership abilities and accountability, fairness, courage etc. So if Pakistan were to be governed under khilafat and through shura (consultation), Caliph would be selected and then the caliph would establish the government, appointing ministers, governors and other officials to assist him in governing the Muslim state through the rules of Quran and Sunnah.
And how is this possible?
In Pakistan there are some people who want Khilafat so the primary work for those people who want Khilafat is to gain significant power and influence in the government.
There would need to be broad public support and consensus on the implementation of Khilafat. So these people who want khilafat need a broad public support then maybe it would be possible to implement khilafat. Achieving unity and consensus among diverse Muslim communities, sects, schools of thoughts would be a significant challenge in Pakistan. The solution to this problem is in the hands of Muslim scholarship if they would connect in a single purpose in (Khilafat purpose) and provide accurate and adequate interpretation of khilafat and connect them together in Khilafat purpose, so it would be possible to achieve broad public support and consensus on the implementation of Khilafat.
Economical System
Pakistan’s economic system is currently facing severe problems like pressure of heavy external debt, capital deficiency, poverty, inequality, nonfunctional population, slow and volatile growth etc. If Pakistan were under the khilafat the economy of Pakistan would change.
The step to enhance the economy would be to utilize all the natural resources by the caliph of the state because in democracy the clashes between political parties cause most of the resources not to be utilized properly for example, in Thar Coal Field there are 175 billions Tons Coal but because of the clashes on field, these tons of coal are not utilized properly, so the first step is to utilize all the resources, minerals like gold and copper, chromite, lithium, soapstone, coal, tungsten must be utilized at maximum. These are in billions but not utilize properly for the economy of Pakistan. The second step would be to pay all external debt without interests. The total external debt of Pakistan is about $131.159 Billions with heavy interest. This includes debt owed by multilateral donors, the IMF, the international bonds. Pakistan spends around 40 percent of its revenue on interest payment alone. If Pakistan were to refuse to pay interest to the world it could face some economic and diplomatic sanctions like Aid cutoff, freezing assets, trade restrictions, world bank restrictions, downgrading of diplomatic relations, International isolation etc. These are major problems that would be faced by Pakistan if interest would be cut off in a country. So the solution to these problems would be to utilize all resources which are God gifted in Pakistan.
The Mudaraba and Musharaka would be installed in the banking system of Pakistan instead of interest. The opportunity of business leadership for both men and women would be provided properly and safely.
Bait ul Mal (public treasury) and Diwan Al kharaj (tax department) would be established like Umer Farooq RA established. Bait ul Mal would be a public treasury to manage the state finance and these treasury would use to collect Zakat, fidya, taxes, or other revenues for the government and the people. Trade between Pakistan and other Muslim countries would be established in Islamic principles. And the other countries of the world who want have trade relations with Pakistan would also be established in Islamic principles. Because Pakistan has natural resources which are wanted by most of the countries of the world, the establishment of trade relations with other countries of the world would become possible.
These steps would enhance the economy of Pakistan and Pakistan wouldn’t need to get Aids from world power.
Social System:
Hazrat Umer Farooq RA implemented a unique social system during his time. His social system was based on Islamic principles and aimed to ensure social justice, equality and welfare for all citizens. So if Pakistan would be governed under Khilafat the social system would undergo significant changes. The system which protects human rights would be established where everyone would be treated equally and justly, regardless of their social status, wealth, and background. This would promote social cohesion and unity among citizens. Social welfare programs would help to reduce poverty and inequality. The environment would be established where everyone feels free and secure. Children rights and women rights would be given properly. Rights of minorities would also be given adequately. Needs of individuals (like personal freedom, respect, security etc.) and needs of groups (like sense of community, belonging, unity, collective objectives and vision etc.) would be fulfilled according to the needs of human beings.
Islamic principles are fully aligned with the needs of human beings so if Pakistan would be governed under Khilafat it would be fulfilling the needs of human beings adequately.
Judicial System:
If Pakistan’s judicial system would be governed under Khilafat it would likely undergo significant changes to align with Islamic principles and the historical judicial system of the early Islamic Caliphate. If Islamic judicial system would be established by the caliph of the state then the country’s existing judicial structures would be changed from district court to supreme court of Pakistan.
Hazrat Ali RA who was the Fourth Caliph of Islam, implemented the unique judicial system aimed to ensure justice, fairness, and equality for all citizens. Hazrat Ali’s RA judicial system had a profound impact on society such as Justice, Accountability, less crime rate, personal freedom, security from evil, and promotion of Islamic values etc.
In the current scenario Pakistan is facing a high crime rate such as theft killing, raping, corruption in every field etc. So, if judicial system according to Islamic principles would be established it would reduce crime rate like at the time of Hazrat Ali RA, Hazrat Umer Farooq RA. Where the crime was committed whether rich or poor, everyone was punished according to Islamic principles. In Pakistan, it is also a problem that if a wealthy person commits crime he will be safe from the accountability, because of his social status or Rishwat and only poor persons who commit crime and who have nothing to pay on rishwat are punished. Sometimes crimes are committed by wealthy people but the punishment is received by the poor because of corruption in the judiciary system of Pakistan.
If the punishment is constituted according to Islamic principles in Pakistan so the person whether he is wealthy or poor, Muslim or non Muslim, local citizen or foreign citizen would be punished according to Islamic principles and it would also reduce crime rate effectively in Pakistan.
Educational System
The educational system of Pakistan is currently facing a number of problems like low enrollment rates, disparity in education, inadequate teacher training, technological gap, high illiteracy rate, inadequate schooling system etc. If the educational system of Pakistan were governed under Islamic principles then everyone would have the opportunity to get education adequately. The education for boys and girls would be given separately; this would give equal opportunity to both of them. Adequate teachers training would be given according to the psychological needs of students before the teaching process. This would enhance the intellectualism of students.
In the early empire of Islamic dynasty there was education in progress, knowledge of Quran and Hadith to the knowledge of Science was in full swing. Islam emphasizes seeking knowledge and wisdom .
So If the education would be provided according to Islamic principles in Pakistan then the knowledge of Quran and Hadith to the knowledge of Science would be in full swing like in the history of the early Muslim empire.
For Example,
In the Quran Surah Al Fatiha Allah says “All the praise is due to Allah, the Lord of the worlds”
If Muslim seeking knowledge through Quran and Sunnah they would understand the realms and dimensions of the world because in Surah Al Fatiha, different worlds are already mentioned. So, if Muslims try to understand the signs of Allah in the universe through Quran and Hadith, it would likely to define the different realms of world and give knowledge to the rest of the world who do not understand in present days the different dimensions or different realms of World.
Surah Al Fatiha is just one surah of the Quran. In the Quran, there are a lot of surahs and ayahs which describe a unique perspective to see the universe and identify the signs of Allah.
Through these knowledge Pakistan would become dominant in the world for seeking knowledge of the universe.
Khilafat Expansion:
If Khilafat would be established in Pakistan. Then the next step would be to expand the system of khilafat to all over the world. For this regard the geopolitical expansion and Dawah missions both would work. The geopolitical expansion of khilafat would be complex but the scenario of this would be first of all. All Muslim countries would be united in one block chain and all the resources also should be joined all together. This power block chain would be created with the help of Muslim countries who would govern under Khilafat against the western power or evil power. This block chain would not be created easily in the current scenario, so the solution would be that the people who are in Muslim countries would be in great power and also would have public support for the implementation of Khilafat in their countries and also should be connected with Pakistani Muslims who would already be governing khilafat in Pakistan so if connection would be strongly established between Muslims all over the world, the Muslim ummah would be work as a single nation and it would be possible that through the people who are in Muslim countries would become able to implement khilafat in their respective countries then it would also be possible the Muslim ummah would be united and would also be possible to create single Muslim empire. Then to expand Khilafat with power and influence all over the world. Three basic rules for the expansion of Khilafat would work first to give Dawah for converting them into Islam and also invite it to become a part of Muslim empire. Second step would be to pay jizya and run their states under the influence of Muslim empire and the last step would be to fight on the battlefield. This policy of expansion was also established in the history of Muslim empire like at the time of Hazrat Umer RA, he expanded his empire through Dawah mission and also through the series of military campaigns and conquest, so this policy of expansion would be the foreign policy of Pakistan to expand Khilafat.
This also would be in the foreign policy of Pakistan that if any country or any city faced oppression then it is mandatory for the Pakistani Muslim army to protect them against oppression because this is a direct obligation from the Quran and Sunnah to the Muslims to protect who would be oppressed whether they are Muslim or not. So, the Muslim army would be trained to face these situations. This would also help to influence our Khilafat system all over the world. In the current scenario, there are a lot of Muslim dominated areas facing oppression, colonialism, ethnic cleansing like Palestine, Kashmir, Yemen etc. And majority of the Muslim countries stay quiet and do not do anything for oppressed people. So, if Pakistan would be governed under Khilafat the foreign policy of Pakistan would be to save oppressed people through their powerful army.
The Dawah mission is also a very important aspect to expand Khilafat in a peaceful way. Hazrat Umer Farooq RA also emphasized the peaceful invitation and dialogue in spreading Islam. So the Dawah mission would be sent by the government effectively to all over the world. Scholars and missionaries should play an important role in the Dawah mission traveling to different regions to spread Islam and its values. This would also be helpful in expansion of khilafat to all over the world.
Why is it necessary?
The question maybe would rise in your minds that why is this necessary to implement the khilafat system all over the world?
In Quran, Allah says in Surah Tauba verse 33
“He is Who has sent His messenger with guidance and the religion of truth to make it victorious to over all religions (systems) even they polytheists may dislike it”
In this verse it is clear that the Khilafat system would be mandatory to establish for the Muslims and the system of Islam should be victorious over all the systems or religions of the world.
The Quran also emphasizes the importance of establishing a just and righteous society which is seen as a key aspect of Khilafat.
The Prophet Muhammad SAW also established Islamic System in Madina and the companions of Prophet Muhammad SAW continued the establishment of khilafat. Like right after Muhammad SAW, Hazrat Abubakr RA was chosen as a caliph who governed Madina state and also expanded its territories.
I also want to address to those Ulemas who say that Muslims in majority regions should govern their states on khilafat and Muslims in minority have not the responsibility to establish khilafat so my answer to this kinds of philosophy is: In Islam if you are a Muslim you are the part of Muslim community whether you live in Muslim majority region or minority, it doesn’t really matter. First you are Muslim and then you are the citizens of America or whatever. So, it is mandatory to all Muslims to obey the laws of the Quran and work as a single nation whether you live in a majority region or minority.
In summary, khilafat is considered necessary for Muslims to establish because it provides a framework for the implementation of sharia law, which is considered essential for guiding Muslims in their personal and collective lives.
